As a result of comprehensive and effective operative-search measures undertaken by the relevant units of the National Security Service of RA, sufficient factual data were obtained regarding the fact that the head of the Parakar community of the Armavir province, by prior conspiracy with a group of persons, with a single intent, based on illegal, selfish motives, through embezzlement stole community funds in especially large amounts in the amount of 12.935.000 AMD.
In particular, the head of the Parakar community, for selfish reasons, with a single intent to steal the community's property, reaching especially large sizes, by prior conspiracy with his comrade S.Gh. in 2013, on his own recommendation and by a majority vote of the total number of members of the Council of Elders, appointed the latter as deputy head of the community, having been informed by virtue of his position that, in accordance with the procedure established by the RA Law "On Local Self-Government", deputy heads of the community cannot engage in entrepreneurial activity, hold another position in state or local self-government bodies or in commercial organizations, perform other paid work, except for scientific, pedagogical and creative work.
Being aware of the fact that S.Gh. worked at Gazprom Armenia CJSC, and therefore also did not attend work at the community municipality and did not fulfill his work duties, compiled, approved and ratified worksheets being an official document granting rights, confirming facts of legal significance, containing false "timesheets", other documents that are the basis for salary payment, in which obviously false information included the aforementioned employee's attendance at work, performance of his functional duties, etc. Then, having put the false documents into circulation, he submitted them for payment, as a result of which, in an unjustified manner, by embezzlement in the name of S. Gh., funds in especially large amounts, a total of 6.925.000 AMD, were written out and stolen from the community budget in 2014-2017. 
In addition, the head of the same community, by prior agreement with his relative, G.H. in 2013 appointed the latter as a driver for the head at the Parakar community municipality of Armavir province, after which, in the absence of G.H. from work at the community municipality and to fulfill his work duties, he drew up, approved and ratified false “Timesheets” in content, as well as other documents that are the basis for the payment of wages, and then, having put these documents into circulation, submitted them for payment. As a result, funds were illegally, gratuitously, and for selfish motives written out from the community budget for 2013-2018 in the name of G. H. During this period, an especially large amount of money a total of 5.970.000 AMD was stolen through embezzlement.
In addition to the above, the head of the Parakar community, using forged documents in the name of D.M. and L.S., in 2015 and 2018 respectively, from among the socially vulnerable individuals of the community, provided 40.000 AMD as social assistance to socially vulnerable people and used the withdrawn amount for his personal needs, thus using his official position and stole the mentioned amounts by misappropriation. 
At the same time, factual data were obtained that E. Ye., being a member of the Council of Elders of the Parakar community of the Armavir province, from June 8, 2015 to June 11, 2015 and from August 5, 2015 to August 24,2015 was not in the territory of RA, did not participate in the session that took place during that period, however, on June 11, 2015 in the decisions adopted by the Parakar community council and in the minutes of the session, E. E. was listed as a member of the Council of Elders participating in the session, and a signature was placed in front of the latter's name: in this way, official false documents were drawn up.
Other materials prepared by the Investigation Department of the RA NSS provided factual data that the former director of “Dilijan National Park” SNCO, using his official position, committed particularly large embezzlement. The mentioned official of “Dilijan National Park” SNCO signed a contract for the purchase of four GAZ 66-11 trucks envisaged by the annual procurement plan on April 16, 2019, based on the application published on the gnumner.am website, on August 1, 2019, with the company, the sole participant in the tender, and, using the grants allocated to the mentioned SNCO by the Caucasus Nature Fund NGO, on September 27, 2019, purchased four GAZ 66-11 trucks, paying 7.000.000 AMD for each (in fact, their average market value is 2.400.000 AMD), being well aware about their incomparably lower price on the market.
In connection with the above-mentioned cases, two criminal cases were initiated in the Investigation Department of the RA NSS on the grounds of the relevant articles provided for by the RA Criminal Code for embezzlement on an especially large scale, as well as misappropriation using official position, committing official forgery, forging official documents granting rights and using them.  
Active measures are being taken to establish the full circle of persons involved in the criminal scheme, individualize the actions of each of them, and fully compensate for the damage caused to the state organization or community.

Note: the suspect or accused of an alleged crime is considered innocent as long as his/her guilt is not proven in a manner prescribed by the Code of Criminal Procedure of RA - by the court decision entered into legal force.
