As a result of effective operative-search complex measures undertaken by relevant subdivisions of the RA National Security Service sufficient factual data were obtained on the embezzlement of property on an especially large scale by the former head of the Verin Getashen community. 
In particular, in 2016-2017, during the work on the complete replacement of iron pipes of the water supply line with a total length of 19552 linear meters with polyethylene pipes, having reached a prior agreement with the heads of the contractors “Madison Able” and “Care Building Services” LLC and also being specifically informed that the pipes on a section of the pipeline with a total length of about 1450 linear meters had not been replaced, concealing the fact of the replacement of iron pipes of the same water supply line with a length of 875 linear meters in 2015 with the funds of the residents of the mentioned community engaged in entrepreneurship in the Russian Federation, within the framework of the program announced at the request of the RA Ministry of Agriculture “Bureau for the Implementation of Rural Economic Development Programs”, through fraudulent embezzlement of 56.300.000 AMD allocated to the mentioned companies from the state and community budgets for the work on the replacement of 2325 linear meters of pipeline, and in the act drawn up on June 20, 2017, these works were presented as having been completed within the framework of the given program.
It was also established that during the execution of the works, the competent officials of the Gegharkunik territorial department of the State Urban Development Inspectorate of the Republic of Armenia and the Financial and Budgetary Control Inspectorate of the Office of the Ministry of Finance of RA, as well as other persons authorized to supervise the construction works, demonstrating a bad faith and negligent attitude towards the performance of their official duties, improperly accepted the works performed by the companies “Madison Able” and “Care Building Services” LLC, which, through negligence, entailed grave consequences, namely, property damage was caused to the rights and legitimate interests of the state and the Verin Getashen community. 
Based on other materials prepared by the Investigation Department of the RA NSS, factual data were obtained that the director of the SNCO “Basic School No. 3 named after Hovhannes Tumanyan” of Gavar city, being an official performing organizational-managerial and administrative-economic functions in a state body, abused his official position with the intention of committing theft on an especially large scale, and appointed 8 people to various positions at the school during 2006-2020. The mentioned employees did not attend or fulfill their official duties; therefore, the director embezzled an amount of about 37.665.128 AMD, which had been written off in the name of the latter from the state budget funds for many years.
At the same time, factual data were obtained that the director of the aforementioned school, having abused his official position, having failed to fulfill his functional duties, did not expel from the school in the prescribed manner 11 persons who studied at the school during 2008-2019, in the conditions of their long-term absence from RA and non-attendance at school, moreover, he instructed the teaching staff not to notice their absence, to make false entries in class registers and provided the latter with fake certificates of completion, which were an official document on basic or secondary education.
As a result of the above actions, the state organization was compromised, the basic principles of state policy in the field of general education were undermined, which caused significant damage to the legitimate interests of the state.
With the use of permitted criminal procedural toolkit, active measures are being taken in the direction of establishing the full circle of persons involved in the criminal scheme, individualizing the actions of each of them, full compensation for the damage caused to the state organization or community.

Note: the suspect or accused of an alleged crime is considered innocent as long as his/her guilt is not proven in a manner prescribed by the Code of Criminal Procedure of RA - by the court decision entered into legal force.
