As a result of comprehensive and effective operative-search measures undertaken by the relevant units of the National Security Service of RA, sufficient factual data were obtained that the director of Drive-2014 LLC D. T., by prior conspiracy with the head of the National Technical Security Center of the Ministry of Emergency Situations A. P., with the expert of the expert group R. Gh., as well as with an employee being an official of ArmExpertiza LLC, in violation of the requirements of paragraphs 12-19 of the Appendix “Minimum Requirements for the Construction of CNG Filling Stations”, approved by the decision of the Government of the Republic of Armenia dated 28.08.2008 “On approval of the technical regulations on the minimum requirements for the construction and operation of automobile gas filling compressor stations (AGFCS)”, approved by Resolution 1101-N dated 28.08.2008, without having a permit for the construction of a gas filling station, built a stationary gas filling station in the city of Charentsavan a gas filling station at the addresses: Yesayan 8 and 10, which he owned. Then, from 2014 to August 2020, he sold compressed natural gas.

The gas filling station belonging to Drive-2014 LLC, registered as a hazardous facility for the production of gas cylinders installed on MAZ vehicles, without having its own compressor, received compressed gas from a compressor undergoing production tests on the territory of the neighboring Yeghitsi Luys LLC, which is engaged in the production of compressors.

At the same time, certain factual data were obtained that officials of the National Technical Safety Center of the Ministry of Emergency Situations of the Republic of Armenia, ArmExpertiza LLC, during 2014-2019, using their official position contrary to the interests of the service, committing official forgeries, compiled, confirmed and put into circulation positive expert opinions of the technical safety certificate of hazardous production facilities, as a result of which they created a real danger both for the users of the gas filling station services and for the life and health of people living in the neighborhood.

In connection with the above-mentioned case, a criminal case has been initiated in the Investigation Department of the RA NSS under the relevant articles provided for by the Criminal Code of RA.

Necessary investigative and other procedural actions are being taken to provide a criminal-legal assessment of the actions of the officials.

Note: the suspect or accused of an alleged crime is considered innocent as long as his guilt is not proven in a manner prescribed by the Code of Criminal Procedure of RA - by the court decision entered into legal force.
