Within the framework of effective operative-search, investigative and other procedural actions taken during the preliminary investigation of the criminal case initiated in the Investigaton Department of the RA National Security Service on the grounds of Article 179, Part 3, Clause 1 of the RA Criminal Code, factual evidence was obtained that the main accountant of CJSC “National Center for Infectious Diseases” of the Ministry of Health of the Republic of Armenia I.V., who, being responsible within the framework of the employment contract and in the manner established by the legislation of the Republic of Armenia for the proper implementation of all functions related to the activities of the company, in particular, ensuring the safety of property, money funds, fuel and energy reserves and other material assets that are the property of the employer or transferred to his current management or use and their economical and efficient use, from July 2019 to December 2020, abusing his official position, transferred by appropriation an amount in especially large amounts – 345.300.000 AMD, owned by the National Center for Infectious Diseases CJSC of the RA Ministry of Health, to its bank accounts opened with Ameriabank CJSC and Inecobank CJSC, after which, during the same period, cashed out the specified amounts and used for its own needs, thus, illegally, free of charge, for mercenary motives, he stole sums in especially large amounts belonging to the National Center for Infectious Diseases CJSC.
In committing the above-mentioned socially dangerous act, I.V. was brought in as a defendant and gave confessionary statements, compensating part of the damage caused to the National Center for Infectious Diseases CJSC, and also expressed his readiness to compensate the damage caused to the company in full in a short time.
The preliminary investigation into the criminal case continues, active criminal procedural and operative-search measures are being taken to establish the full range of persons involved in the corruption scheme, and to provide an appropriate criminal legal assessment of their actions.
Note: the suspect or accused of an alleged crime is considered innocent as long as his/her guilt is not proven in a manner prescribed by the Code of Criminal Procedure of RA - by the court decision entered into legal force.
