As a result of operative-search measures carried out by the RA National Security Service, it has been established that A. H. having learned that conscript S. Kh., while participating in the war unleashed on September  27, 2020 by the Republic of Azerbaijan against the Republic of Artsakh, had gone missing, under the pretext of receiving a bribe with the intent to steal a large amount of money through fraud, on February 3, 2021, in order to inspire confidence in the latter's father H. Kh., he deceitfully introduced himself as a person having connections with officials of the special services, stating that, allegedly through them, he clarified that his son was in one of the penal institutions of Baku city, from where, in order to transfer the latter first to the second country, and then to the Republic of Armenia, it was necessary to give a bribe of 3.000 USD to employees of foreign special services.

At the same time, under the pretext of organizing the first stage of S.Kh.'s transportation, namely, transportation from Baku to the second country, A.H. demanded a large sum from the latter's father – 1.000 USD, equivalent to 521.130 AMD.

In pursuit of his criminal plan, A.H. stole the mentioned sum of 1.000 USD by fraudulent means from H.Kh. on February 5, 2021, at around 3:00 p.m., in the courtyard of the Heratsi Hospital Complex No. 1, immediately after which he was caught by the RA NSS officers, unable to complete the crime due to circumstances beyond his control.

As part of the criminal case initiated on the fact by the Investigation Department of the RA NSS, A.H. was detained on grounds of Article 34-178, Part 2, Clause 2 and 5 of the RA Criminal Code and a motion for his arrest was submitted to the court. By the court's decision, A.H. was arrested.

The necessary investigative and other procedural actions are being taken applying the permitted criminal procedural tools in the direction of establishing all the circumstances of the case and the full circle of victims.

The National Security Service of RA calls on all those citizens who suffered as a result of other similar actions by A.H. to inform law enforcement bodies.

At the same time, the NSS calls on people to refrain from entering into transactions with persons with criminal inclinations and to trust only official sources of information.

Note: the suspect or accused of an alleged crime is considered innocent as long as his guilt is not proven in a manner prescribed by the Code of Criminal Procedure of RA - by the court decision entered into legal force.
