As a result of operative-search measures carried out by the RA National Security Service factual data have been obtained that Kh. A. holding the position of the head of transport and road construction department of urban planning department of regional administrative unit of Vayots Dzor, using his official position contrary to the interests of the service or not fulfilling his official duties, out of group interests, with the aim to embezzle the amounts transferred from public funds for the maintenance of regional roads of Vayots Dzor, by prior conspiracy with responsible persons of the companies involved in the operation and construction of the roads of Vayk and Yeghegnadzor in the Vayots Dzor province, having entered false information into official documents, drew up forged documents, that granting the right on the fact that the organizations servicing the mentioned roads carried out ongoing summer and winter maintenance work of roads of regional significance in the above-mentioned communities, despite the fact that the mentioned organizations did not actually ensure such a state of maintenance of roads and artificial structures of regional importance that would meet the requirements of safe traffic at any time.

As a result of the above-mentioned, the responsible persons embezzled from the state an especially large amount of 124.152.000 AMD, provided from the state budget in 2016-2019 for the current summer and winter maintenance of roads of regional importance in Vayots Dzor.

In connection with the incident, a criminal case was initiated in the Investigation Department of the RA National Security Service on facts of fraud on an especially large scale, abuse of official powers, official forgery and forgery of documents, on the grounds of Clause 1, Part 3, Article 178, Part 1, Article 314, Part 1, Article 325 and Part 1, Article 308 of the RA Criminal Code, which was transferred to investigative jurisdiction.

Note: the suspect or accused of an alleged crime is considered innocent as long as his guilt is not proven in a manner prescribed by the Code of Criminal Procedure of RA - by the court decision entered into legal force.
