National Security Service Detected Cases of Official Forgeries Committed by Community Leaders, As Well As Cases of Complicity in Evading Military Exercises

As a result of operative-search activities carried out by the RA National Security Service, it was established that in the conditions of the war unleashed on September 27, 2020 by the Republic of Azerbaijan against the Republic of Artsakh, and on the basis of the decision to declare martial law on the same day and organize and conduct general mobilization by the RA government throughout the territory of the Republic of Armenia corresponding summonses by the Armavir territorial division of the Conscription and Mobilization Service of the RA MoD in October 2020 were sent to six conscripts registered in the communities of Aygeshat, Haytagh, Aragats, Voskehat and Mrgastan of the RA Armavir province, to appear at military exercises.
The heads of the mentioned leaders being officials, being authorized by virtue of Part 1, Article 40 of the RA Law “On Local Self-Government” to maintain, in accordance with the procedure established by law, a register of those liable for military service in the community, their lists, and also to provide to the territorial military commissariat data on deregistration according to place of residence of the community, hiring and dismissal from work, participate in the organization of conscription, military exercises and training camps, as well as activities to ensure the legal regime of martial law, based on personal motives or group interests, compiled and transferred to the mentioned unit of the MoD six false in content official documents establishing facts of legal significance that allegedly the mentioned six persons were absent from the Republic of Armenia and through similar actions helped to evade military exercises for persons who received a summons under martial law in the absence of the grounds for exemption from service established by the legislation of the Republic of Armenia.
On the facts of official forgery, evasion of military exercises under martial law and assistance in evasion of military exercises under martial law, a criminal case was initiated in the Investigative Department of the RA National Security Service under Part 1, Article 314, Part 3, Article 327 and Part 3, Article 38-327 of the RA Criminal Code.
Note: the suspect or accused of an alleged crime is considered innocent as long as his guilt is not proven in a manner prescribed by the Code of Criminal Procedure of RA - by the court decision entered into legal force.
