The former Chief of Staff, Secretary General of the RA National Assembly A.S., holding high government positions, was able to gain authority among other persons with anti-government views and exert influence and, using his influence, existing connections, with the goal of committing a number of crimes, created a stable organized group, in which included colleague K.B., driver M.A., A.S. and other persons being in close connection with him, whose identities have not been established, after which, in order to achieve the goals set for them, with the necessary organization , having united the efforts of group members, planned to commit several crimes in order to hide their actions, not to be detected and to facilitate the commission of a crime, with the joint efforts of group members on the social network www.facebook.com they created a fake page “Gagik Soghomonyan” /facebook.com/ profile.php?id=100026804322355/, then, according to a pre-developed program, provided access to the mentioned jointly developed fake page for the group members, and even planned that in the event of a possible disclosure of one of the group members, the remaining participants would periodically publish at the same time on the fake page “Gagik Soghomonyan” /facebook.com/profile.php?id=100026804322355/ and thereby provided an alibi for the remaining members of the group. The latter, combining their efforts, distributing roles, began to implement the criminal goal, for which A.S., together with colleague K.B., driver M.A., A.S. and other persons being in close connections with him whose identity has not been established, speaking on the social network www.facebook.com under the fictitious name “Gagik Soghomonyan”, commenting on the military actions launched by the armed subdivisions of the Republic of Azerbaijan in the direction of the Republic of Artsakh on the morning of September 27, 2020, violating the restrictions provided for in paragraph 9.1 of the decision of the RA Government No. 1586-N of  September 27, 2020 “On declaring Martial Law in the Republic of Armenia”, from October 10, 2020, made publications criticizing, refuting the actions of state and local self-government bodies, officials, for ensuring the legal regime of martial law and the state security, questioning the effectiveness of those actions or devaluing those actions in any other way, which contained ideas questioning the defense capability of the Republic of Armenia and the Republic of Artsakh, the combat capability of the RA Armed Forces, accusations against the Prime Minister and other high-ranking officials of committing high treason, deliberate actions during the war, deliberate sacrifice of Armenian soldiers, etc., thereby causing significant damage to the rights and legitimate interests of persons, society and the state in a state of war.

In addition, A.S., as part of the same organized group with colleague K.B., driver M.A., A.S. and other unidentified persons, speaking on the social network www.facebook.com under the fictitious name “Gagik Soghomonyan ", having thousands of subscribers, publicly, using the mentioned fake page opened with the personal data of a fictitious person, in the same publications called for riots and violence, threatened to use violence dangerous to life and health against a group of people based on differences in political views , as well as insults and assessments that humiliate the national dignity of a certain layer of society, expressions that belittle the dignity of society, namely, calling supporters of the RA Prime Minister and the RA citizens who voted for deputies of the “My Step” faction of the RA NA in the elections, “proud herd” , “Armenian herd”, “herbivores”, “cattle clapping their hands for 2.5 years”, “homeless people”, “posing as a donkey or an animal”, “who wrote “with spirit” in place of an empty head”, as well as in the same publications, made numerous unaddressed insults, as well as compromising and discrediting expressions of government officials and various manifestations of profanity addressed to persons holding public positions and their supporters, openly inciting with these actions national hatred and humiliating national dignity, so that based on differences in political views to sow mutual hatred, mistrust and disdain among the Armenian people, placing the responsibility of the country's own nation in a war situation on the representatives of the government, individuals and their like-minded people.

In connection with the incident, within the framework of the criminal case initiated in the RA NSS Investigation Department on direct suspicion of committing a crime on the grounds of the relevant articles of the RA Criminal Code, A.S., K.B., M.A., A.S. were brought to the Investigation Department of the RA NSS and were detained.  

A number of investigative and procedural actions were carried out, including as a result of searches, computers, telephones, modems and other items relevant to the criminal case were discovered and confiscated. Large-scale operative-search and investigative actions are being taken to reveal the full picture of the crimes committed, identify other members of the group and their role, identify the identities of other persons involved in the case, and begin criminal prosecution against them.

At the same time, it is reported that the National Security Service of the Republic of Armenia will carry out a consistent fight in the direction of preventing, suppressing and solving crimes directed against the foundations of public security and the constitutional system, state security, calling on broad sections of society to demonstrate exclusively law-abiding behavior and not to succumb to narrow personal or political motives for provocative calls that destabilize the internal security of the country, and calls for tolerance and restraint towards each other in various social networks on the Internet under martial law.

At the same time, the National Security Service warns that it is in full control of the operational situation and will resolutely neutralize any encroachment on statehood and the constitutional order.

Note: The suspect or accused of an alleged crime is considered innocent as long as his guilt is not proven in a manner prescribed by the Code of Criminal Procedure of RA - by the court decision entered into legal force.
