As a result of operative-search measures carried out by the RA National Security Service, it was established that A. M., being aware that RA citizen, conscript D. V., participating in the war unleashed on September 27, 2020 by the Republic of Azerbaijan against the Republic of Artsakh, went missing, with the intent to steal large sums through fraud, in January 2021 reported to the latter’s father G. V. that he was allegedly dealing with issues related to the search for military personnel missing in action during the war. During further meetings with G.V. with the aim of misleading him and influencing his consciousness and will, A.M. reported that, using his personal connections, he could help find D.V., and on February 17, 2021, he demanded 1.500 USD from the latter’s father under the pretext of providing specific information about him.
Carrying out his criminal intent, A.M., on February 19, 2021, at about 12 p.m. on V. Sargsyan Street in Yerevan, fraudulently received from G.V. a large sum – 15.000 USD, equivalent to 786.000 AMD, but did not manage to dispose of the stolen amount, since he was immediately caught by the RA NSS, as a result of which he was unable to complete the crime due to circumstances beyond his will.
Within the framework of the criminal case initiated on this fact in the Investigation Department of the RA NSS on the grounds of Articles 34-178, Part 2, Clause 2 the RA Criminal Code based on direct suspicion of committing a crime A.M. was detained. A motion was filed to the court to apply arrest as a measure of restraint against A.M., which was satisfied.
The necessary investigative and other procedural actions are being taken using the permissible criminal procedural tools in the direction of identifying all the circumstances of the case and the full range of victims.
