As a result of large-scale operative-search activities carried out by the officers of Aragatsotn Regional Department of the RA National Security Service, factual data were obtained that the the head of the enlarged community Aragatsavan of Aragatsotn province, persons carrying out state special service, out of mercenary and personal other motives, did not fulfill their official duties, namely, being firmly aware of the case of illegal lithosphere use, illegal entrepreneurship  in the administrative territory of the community, did not take any measures in the direction of suppressing, preventing, eliminating illegal land use, as well as to detect the case of the crime, bringing to justice the persons who had committed the crime and under such circumstances, a number of residents of the Aragatsavan community for a long time without obstacles, under the patronage of officials with a common intent, from 2017 to 16 November, 2021, on the administrative territory of the community carried out illegal mining of lithosphere without an appropriate license for lithosphere use, lithosphere use agreements and a change in the functional purpose of the land, as a result of which about 754,000 kg of obsidian rock ore were illegally mined, and also as a result of illegal entrepreneurial activity the state was not paid various taxes and other obligatory payments in especially large amounts – 156,424,708 AMD.

In connection with the incident, in the Investigation Department of the RA National Security Service, a criminal case was initiated on the grounds of the relevant articles of the Criminal Code of RA, which was sent to the Anti-Corruption Committee of RA to carry out a preliminary investigation.

Note: The suspect or accused of an alleged crime is considered innocent as long as his guilt is not proven in a manner prescribed by the Code of Criminal Procedure of RA-by the court decision entered into legal force.
