As a result of the implementation of operative data obtained in Yerevan City Department of the RA National Security Service, it was established that A.L., an official holding the position of an investigator of the Investigation Department for the Arabkir Administrative District of the Investigation Department of Yerevan of the RA Investigative Committee, within the limits of his powers, initiated criminal proceedings in the manner prescribed by Article 41 of the RA Code of Criminal Procedure, and by initiating a preliminary investigation on the same criminal proceedings, in the benefit of the person who committed an obvious criminal act, without performing actions within his powers, namely without detaining him and without filing a motion on the application of arrest as a measure of restraint, in accordance with the procedure established by the RA Code of Criminal Procedure, on November 1, 2022, demanded a bribe from the citizen in the amount of 5.000.000 AMD.

The mother of the latter, not having the appropriate financial means, having borrowed the amount of 1,000,000 AMD from her acquaintances, on November 4, 2022, personally handed it over to the investigator in the park located behind the “KFC” fast food outlet, operating at the address Yerevan, Komitas Avenue 29, then on November 11, 2022, she received 1.000.000 AMD as a credit line, and on the same day, in the above-mentioned place in Yerevan, she personally transferred them again to the indicated investigator for failure to perform actions within his powers in favor of her son, agreeing that the remaining 3.000.000 AMD of the required bribe will be transferred by December 16, 2022.

In connection with the case, on December 9, 2022, criminal proceedings were initiated in the Investigation Department of the RA National Security Service on the ground of a relevant article of the RA Criminal Code.

As a result of performing a secret investigative action, on December 13, 2022, in the same place in Yerevan, the citizen personally handed over 2.000.000 AMD previously subjected to special chemical treatment as part of the required bribe to the investigator again, after which the latter was detained by the RA NSS officers and presented the received 2.000.000 AMD as bribes.

A motion was filed to the court to apply arrest as a measure of restraint against A.L. which was approved.

The preliminary investigation is ongoing.

Note: Anyone charged with a crime is considered innocent as long as his/her guilt is not proven in a manner prescribed by the Code of Criminal Procedure of RA - by the court decision entered into legal force.
