In the Investigation Department of the National Security Service of RA the preliminary investigation on the criminal proceedings initiated on the facts of organizing mass riots on November 10, 2020 in the buildings of the RA Government, the National Assembly and other objects of state importance and public places with the use of violence, pogroms, destruction, damage to property or armed resistance to a representative of the authorities, participation in them continues.
As a result of large-scale investigative and other procedural actions carried out within the framework of criminal proceedings, as well as operative-search measures carried out by the operative subdivisions of the RA NSS, persons were identified and detained who used violence against the Chairman of the National Assembly of RA Ararat Mirzoyan during the mass riots and committed embezzlement on an especially large scale from the residence provided to the RA Prime Minister.
In particular:
A. B. in the conditions of the war unleashed by the Republic of Azerbaijan against the Republic of Artsakh on September 27, 2020, and in connection with this, martial law was declared in the Republic of Armenia and the Republic of Artsakh on November 10 of the same year after the publication in the media of a statement on the agreement reached between the Republic of Armenia, the Russian Federation and the Republic of Azerbaijan on the cessation of the war, having learned through the Internet that mass riots are taking place inside and near the buildings of the RA Government, the National Assembly and the residence of the RA Prime Minister, with the aim of participating in them on the same day, around 3a.m., went to the RA government residence, located at Dzorapi 74 (Yerevan), and joined the crowd gathered there.
Then, A.B., having violated the inviolability of the RA government residence, which is an apartment, ignoring the security regime of a specially protected facility, disobeying the lawful demand of the employees of the RA State Security Service serving in the indicated place, overcoming the barrier at the gate of the government residence, jumping over the wall, broke into the territory of the residence, and then entered the mansion provided to the RA Prime Minister.
Then, leaving the territory of the residence, he went to K. Demirchyan Street, where he joined the rioters who committed violence against the RA NA Speaker Ararat Mirzoyan, breaking through the ranks of the latter, approached Ararat Mirzoyan already lying on the ground and kicked him, thus using violence against him.
As a result of violence on the part of A. B. and other participants in the mass riots, Ararat Mirzoyan suffered numerous bodily injuries, as a result of which he lost consciousness and was taken to the Erebuni medical center.
During the preliminary investigation, it was established that T.P., in the conditions of the war unleashed by the Republic of Azerbaijan against the Republic of Artsakh on September 27, 2020 and, in connection with this, martial law was declared in the Republic of Armenia and the Republic of Artsakh on November 10 of the same year after the publication in the media, statements about the agreement reached between the Republic of Armenia, the Russian Federation and the Republic of Azerbaijan on ending the war, having learned that mass riots are taking place inside and near the buildings of the Government, the National Assembly of the Republic of Armenia and the residence of the Prime Minister of the Republic of Armenia, located in Yerevan On November 10, 2020, at about 3a.m., he went to the RA government residence, located at Dzorapi 74 (Yerevan), and joined the rioters who had gathered there.
After that, T.P., taking advantage of the situation that arose as a result of the criminal actions of the participants in the mass riots, having the intent to commit the obvious theft of someone else's property, ignoring the security regime of a specially protected facility, overcoming the barrier at the gate of the government residence, jumping over the wall, illegally entered the territory of the residence, after which, together with the persons who broke into the territory of the residence in the above way, as well as through the open gate, he went to the mansion provided to the RA Prime Minister.
After the above described, T.P., with the same intent, illegally entered the mansion, which is an apartment provided to the RA Prime Minister Nikol Pashinyan, after which, together with other participants of the riots, he broke into the bedroom located on the 2nd floor of the mansion, where, clearly realizing the obvious nature of his actions and the awareness of those present of their criminal nature, ignoring them, from the closet in the bedroom, he openly stole gold jewelry belonging to the wife of the RA Prime Minister Anna Hakobyan, including a gold watch, chains, pendant and bracelet, in especially large amounts worth 3.920.000 AMD, in the box.
After that, T.P. openly disposed of the stolen jewelry for personal purposes and on November 10, 2020 at around 10:25 a.m. pawned the aforementioned gold jewelry in the amount of 551,000 AMD in the name of a friend S.S., and on November 16, 2020 in the amount of 40,000 AMD pawned in his name in the branches of the pawnshop UCC "Fast Credit", located on Komitas Avenue and in the administrative district of Malatia.
In relation to A.B. and T.P., public criminal prosecutions were initiated under the relevant articles of the RA Criminal Code, in relation to the latter, by a court decision, a measure of restraint was chosen in the form of arrest for a period of 2 months.
As part of the criminal proceedings, large-scale various operative-search, investigative and other procedural actions are being taken in the direction of revealing the full picture of the crimes committed, identifying the identities of other persons involved in the cases, initiating public criminal prosecutions against them and, as a result, effectively implementing the principles of inevitability of criminal liability.
Note: Anyone charged with a crime is considered innocent as long as his/her guilt is not proven in a manner prescribed by the Code of Criminal Procedure of RA - by the court decision entered into legal force.
