As a result of the implementation of intelligence information received by the Yerevan City Department of the National Security Service of RA, factual data were obtained that the head of the Division of Urban Development and Land Use of the staff of the Avan administrative district of the Yerevan community, who, on behalf of the local self-government body, performs functions that create rights, duties or responsibilities, by prior agreement with other officials of the same administrative region for the period from December, 2022 to February 17, 2023, demanded and received a bribe in various amounts in the form of money from citizens involved in construction work for committing illegal actions or inaction related their authority power in favor of those who gave a bribe, as well as for the same purposes accepted an offer to give a bribe from business entities, as a result of such actions they used their powers of authority to the detriment of official interests, causing significant damage to the rights and legitimate interests of the state, as well as individuals.

Once again, on February 17, 2023, the person holding the position of the head of the department of urban development and land use of the staff of Avan administrative district, abusing his power, for performing an action in favor of B.S., performing construction work in Avan administrative district, namely, for granting permission for construction work, was discovered and detained together with the person who gave the bribe, after receiving 500.000 AMD in a BMW car with the Georgian registration number “MS 922 MS” and converting them into dollars at a currency exchange office.

In connection with these cases, criminal proceedings have been initiated in the Investigation Department of the RA National Security Service on the grounds of the relevant articles of the RA Criminal Code.

After the implementation of urgent procedural actions, the criminal proceedings under the investigative jurisdiction were sent to the RA Anti-Corruption Committee in order to conduct a preliminary investigation.

Note: аnyone charged with a crime is considered innocent as long as his/her guilt is not proven in a manner prescribed by the Code of Criminal Procedure of RA - by the court decision entered into legal force.
