In the Investigation Department of the RA National Security Service, the preliminary investigation of the criminal proceeding initiated on the facts of organizing mass riots on November 10, 2020 accompanied by violence, pogroms, destruction, damage to property in the buildings of the Government, the National Assembly of the RA and other objects of state importance and public places, and participation in them, and armed resistance to a representative of the authorities, and an attempt to assassinate a state, political or public figure and other facts, continues.

As a result of large-scale investigative and other procedural actions carried out within the framework of criminal proceedings, as well as operative-search measures carried out by operational units of the RA NSS, the identity of one of the persons who attempted to assassinate the Chairman of the RA National Assembly Ararat Mirzoyan during the mass riots was established, who was detained.

In particular, in the conditions of the war unleashed by the Republic of Azerbaijan against the Republic of Artsakh on September 27, 2020, and in connection with this, martial law declared in the Republic of Armenia and the Republic of Artsakh on the same day, on November 10, 2020 after the publication in the media of a statement on the agreement reached between the Republic Armenia, the Russian Federation and the Republic of Azerbaijan on the cessation of the war and the transfer of a number of territories from the control of the Republic of Artsakh to the control of the Republic of Azerbaijan, T. A., having learned that mass riots were taking place near the buildings of the Government, the National Assembly of the RA and the residence provided to the RA Prime Minister located in Yerevan, as well as inside the premises, in order to participate in them, went to the intersection of Demirchyan and Proshyan streets (Yerevan), seeing a car stuck in a traffic jam in which NA Speaker Ararat Mirzoyan was, on the spot joined the participants of the mass riots, committing violence against NA Speaker Ararat Mirzoyan, breaking through the ranks of the latter, approached Ararat Mirzoyan, who was already lying on the ground, and in order to stop his state activities, with an intent to kill him, together with others kicked him on the head and other parts of the body, as a result of which the latter suffered multiple fractures of the bones of the facial skull, as well as other bodily injuries, as a result of which Ararat Mirzoyan lost consciousness.

T. A. did not complete his criminal intent due to circumstances beyond his control, since, as a result of the intervention of the employees of the State Protection Service of the RA NSS, who ensure the safety of Ararat Mirzoyan, the latter was taken to “Erebuni” Medical Center and received appropriate medical assistance.

Public criminal prosecution was instituted against T.A. under the relevant article of the RA Criminal Code; a motion was filed to the court to apply detention for a period of two months as a measure of restraint, which was satisfied.

Within the framework of criminal proceedings, large-scale and various operative-search, investigative and other procedural actions are being taken aimed at revealing the full picture of the crimes committed, establishing the identities of other persons involved in the events, initiating public criminal prosecution against them and, as a result, effectively implementing the principle of inevitability of criminal liability.

Note: аnyone charged with a crime is considered innocent as long as his/her guilt is not proven in a manner prescribed by the Code of Criminal Procedure of RA - by the court decision entered into legal force.
