On February 28, 2024, at about 5:15 a.m., in the area of Tegh community of the Syunik province servicemen of the RA Ministry of Defense discovered the serviceman of the Azerbaijani Armed Forces Ruslan Eldanis-Oglu Penakhov who had crossed the Armenia-Azerbaijan state border.

On this fact, in the RA Investigative Committee criminal proceedings were initiated under the relevant articles of the RA Criminal Code. The investigation established that the serviceman of the Armed Forces of the Republic of Azerbaijan, who had crossed the RA state border, found himself near the positions of the RA Armed Forces as a result of the fact that after an incident between servicemen at the Azerbaijani position, he ran away and got lost.

As a sign of goodwill and in fulfillment of the agreement reached between the Republic of Armenia and the Republic of Azerbaijan at the highest level that the servicemen of both sides who got lost and ended up on the opposite side should be returned as soon as possible, the Republic of Armenia made a decision to hand over Ruslan Eldanis-Oglu Penakhov to the Azerbaijani side.
