Provision of licenses and permits
From 10.01.2023, the RA National Security Service accepts and provides documents for the import/export of goods electronically through the trade.gov.am platform, with the exception of the process carried out for the import/export of information on printed, audiovisual and other media (section 1.3 of the Unified List).
Note:
The procedure of authorization documents provided by the RA NSS for import/export of information on printed, audiovisual and other media (section 1.3 of the Unified List) has not been changed. Applications are accepted via e-mail and are provided in paper form.

Applications for the issuance of a license or conclusion (an authorization document) by the RA NSS are accepted and the license or conclusion (authorization document) is provided electronically through the "Authorization Documents (sw.gov.am)" system (hereinafter referred to as "Authorization Documents" system) available on the National single window electronic platform (www.trade.gov.am) in the field of foreign trade of the Republic of Armenia. In case of force majeure, a legal entity or individual entrepreneur (hereinafter referred to as the applicant) may submit the applications in paper form. Due to the need to submit an application in other countries, as well as in case of force majeure, the license or conclusion (authorization document) can be issued by the RA NSS in paper form.
Procedures for granting licenses and permits for the export/import of goods prohibited for transportation through the RA customs territory and subject to restrictions, approved by order of the Director of the RA NSS.
1.Decision No. 125 of the EEC Council dated November 24, 2023 “ON APPROVAL OF THE RULES FOR ISSUING LICENSES AND PERMITS FOR THE EXPORT AND (OR) IMPORT OF GOODS INCLUDED IN THE SINGLE LIST OF GOODS TO WHICH NON-TARIFF REGULATION MEASURES ARE APPLIED IN TRADE WITH THIRD COUNTRIES․"
2.Decision No. 45 of the EEC Board dated May 16, 2012 “On a unified form of conclusion (authorization document) for the import, export and transit of certain goods included in the Unified list of goods to which bans or restrictions on import or export are applied by Member States of the Customs Union within the Eurasian Economic Community in trade with third countries and guidelines for its completion.”
3. Decision No. 30 of the EEC Board dated April 21, 2015 "On measures of non-tariff regulations․"
4. Order of No. 2-N of the Director of the RA NSS dated March 11, 2015 “On establishing regulations for the import into the customs territory of the Republic of Armenia and export from the customs territory of the Republic of Armenia of special technical means intended for secretly obtaining information and importing into the customs territory of the Republic of Armenia, export from the customs territory of the Republic of Armenia, transit transportation through the customs territory of the Republic of Armenia of information on printed, audiovisual and other media in the case of trade of the Republic of Armenia with third countries.”
5. Order of No. 8-N of the Director of the RA NSS dated November 30, 2015 “On establishing regulations for the import into the customs territory of the Republic of Armenia and export from the customs territory of the Republic of Armenia of encryption (cryptographic) means and notification of the characteristics of encryption (cryptographic) means and goods containing encryption (cryptographic) means, in the case of trade of the Republic of Armenia with third countries, and on declaring the order of No. 3-N of the Director of the RA NSS dated March 11, 2015 as invalid.”

Filling out notifications and submitting them to the authorized body is carried out by the MANUFACTURER OF GOODS (PRODUCTS) or a person authorized by him/her.
Clarifications
1. For the import into the customs territory of the RA, export from the customs territory of the RA of goods with EEU CN of FEA codes of the section 2.17 of the Unified List of Goods established according to the Decision of No. 30 of the EEC Board of April 21, 2015, WHICH ARE SPECIAL TECHNICAL MEANS INTENDED FOR SECRET RECEIVING INFORMATION, and goods with EAEU CN of FEA codes, section 2.19 of the Unified List of Goods established by Decision of No. 30 of the EEC Board of April 21, 2015, WHICH HAVE ENCRYPTION (CRYPTOGRAPHIC) FUNCTIONS, person/organization carrying out import/export (hereinafter referred to as the applicant) must obtain a license or conclusion (authorization document) from the RA NSS.
2. In order to obtain a license, the applicant, through the “Authorization Documents” system, and in the case of a paper application - with a letter attached to it addressed to the Director of the RA NSS - submits an application for a license, drawn up in accordance with the Instructions approved by the Decision of No. 125 of the EEC Council dated November 24, 2023, completed in Russian (for goods with different EAEU CN of FEA codes, separate applications are filled out), and other documents required by orders of the Director of the RA NSS dated 11.03.2015 No. 2-N or dated 30.11.2015 No. 8-N.
3. In order to obtain conclusion (authorization document), the applicant submits documents required by the Orders of Director of the RA NSS of 11.03.2015 №2-N and of 30.11.2015 №8-N.
4. For import/export, a one-time license or conclusion (authorization document) is issued for a period not exceeding one year, and the notification period is established by the manufacturer of the goods.
5. According to Article 19.6 of the RA Law “On State Duty”, for the provision from the RA NSS of one-time licenses or permits or certificates (or their duplicates) for the import from third countries and (or) export to third countries of goods subject to restrictions in the field of foreign trade within the framework of the Eurasian Economic Union, in accordance with subparagraph 4 of paragraph 12 of Appendix N1 to the order of the Director of the RA NSS dated March 11, 2015 No. 2-N, with subparagraph 4 of paragraph 11 and subparagraph 3 of paragraph 15 of Appendix N1 to the order of November 30, 2015 No.8-N, along with the documents attached to the application, you must also submit a copy of the receipt for payment of the state duty or a receipt (in the amount of the basic fee) generated by the electronic system of state payments.
